Rav Raphael Delouya was born in Paris, where he studied at Yeshivat Merkaz Hatorah. After making Aliyah, he studied at Yeshivat Beit Yehuda in Kfar Maimon and Yeshivat Birkat Moshe in Ma’aleh Adumim. Heis the Founder and Secretary of the Organization of Eastern Rabbis in Israel. He resides in Har Bracha, where he is the Spiritual Leader of Cong. Ohel Yitzchak.
